DRM In February 2002, the Commission (Directorate General for the Information Society) drew up a staff working paper entitled "Digital Rights: background and assessment". Against the background of the transposition of Community Directive 2001/29/EC of 22 May 2001 on "the harmonization of certain aspects of copyright and related rights in the Information Society", it set out to evaluate the prospective policy options for promoting the use of technology in the application of digital rights management systems, and to facilitate consensus between the often conflicting interests of the various private sector stakeholders. DG Infso has since kept up consultations on the subject, and GESAC has regularly put the case and argued the interests of authors on it (see Commission website) At the same time, the Commission (this time, DG Enterprise) had mandated CEN (European Committee for Standardization), at the end of 2001 to set up a working group on digital rights management. GESAC sat on this group, which was tasked with reporting on the needs and scope for standardization of technological measures of digital rights management. The final report was published in September 2003, and can be consulted here.
